You are eligible to apply under masters quota. There is no special form for the masters cap. However, lets hope that your attorney has checked the box of h1b for "US Masters" and send application to USCIS with ATTN: H-1B U.S. Masters Cap

:(I am planning to renew my passport from DC Indian Embassy counter.
I was looking at their website for instructions and found that the passport size photograph required is (3.5 cm X 3.5 cm). But when I printed the application form from the website, Checklist at the end of the application shows the passport photo size as (2" X 2").
I am confused as 3.5 cm does not translate into 2" in size.
Gurus, Anyone who has recently renewed their passport at Indian consulate or DC embassy please share the information on what size of photographs were attached to application.

The implications here are
1. USCIS cannot review the 485 application any time after it's been adjudicated and issue the physical card as soon as a visa number becomes available. In the light of fraud being rampant in the immigration system and given that the validity of an application is a sample at that time and economic circumstance, it's not easy to impose such a restriction on the adjudicators
2. Green cards are technically for a future job, whose description has been provided in the labor petition. In one way the RFEs issued during 485 stage is to ensure that this definition is not violated (ideally i.e.)
3. It will be perceived as a "whine". Given the freedom that EAD and AP provides to the recepient compared to the work visa, I don't know how sympathetic lawmakers will be to your cause.

That is interesting. The steps that we followed were the ones told to us by the DC embassy. I think the only difference between your case and my wifes case is that her passport had just her First Name under "Given Name" and her "Surname" was blank. I think in your case you have the First Name and Last Name combined under the "Given Name" and "Surname" is blank.
I just spoke to Indian consulate, NYC. The procedure to correct the last name is very simple. All you need is an Affidavit from the person (Signed in US, saying that you are correcting your name.), 4 photos and a copy of 797 or Visa. No need of advertizements, or Indian affidavit.
Please note, this is applicable only if,
In your passport Surname is Blank
Given name has <first name><last Name> (and all spelling etc are correct)
and you want it to be corrected to
Surname <last Name>
Given Name <First Name>
They will issue a new booklet with corrected name. It's same day service in NYC.

Hi all,
I have been following this thread and some posts suggest that the Observation on the passport for correcting the name is sufficient. Here is my situation:
My passport had the name as:
Surname: A***********
Given name: P****
The correct name should be (since this is how I use it in the US now and it applies to all my docs here - GC, DL, school records, everywhere).
Surname: P****
Given name: A***********
I got this corrected in the Indian passport through an "Observation" on Page 3 which states:
The name of the passport holder appearing on Page 1 has been corrected to read as:

Since this is not a "name change" as such but simply a re-alignment of the last and first names (often a source of confusion from India), I hope this is sufficient and I don't have to go through a name change to get a new passport book issued.

I am going to take the liberty of putting together an agenda for the conference call, just to make it more productive. I can play scribe for the call.
The call will be for a maximum of 60 mins, unless someone wants to take it longer than that.
1. Quick introductions - State your name - GC application stage. - 10 mins
2. Brainstorming session -- 20 mins
2. Volunteers who want to be part of the smaller sub-group need to come forward. -- 5 mins
This is purely to get thoughts/ideas streamlined. Everybody needs to chip in once the action plans are drafted.
3. Volunteers to exchange contact information. -- 10 mins
4. Miscellaneous -- 15 mins (if needed)
Please add more items if you feel they are necessary.
I will try to scrape all the ideas generated in this thread and will summarize for the call. If anyone wants to post more ideas/comments/suggestions/criticisms, go right ahead and post.

Great discussions!! we are all going in different directions... How many Labor petitions few handful? There might be ppl who are stuck legitimately and ppl who did it , it was legal. Rather we should concentrate on Retrogression of VISA numbers. Then what after July 07 , think also about 140's there were pending there are a handful with earlier priority dates. Also many times USCIS issued GC's for ppl with earlier PD's should they return their GC back ? And potato eater has mentioned its not point to argument. I dont think there are those who are blocking the system. It is sheer number of VISA's that are driving nuts. There were also proposals that VISA numbers be applied only to principal applicants. Actions like these will have impact on final numbers.
And above all this idea is not new , It was even discussed by many members (in ~2006) when Substitution was abolished. But we are already here. We will campaign like Rajiv Khanna had said and then what discuss new proposal ? I feel its not that easy to do a change for existing ones in pipeline and USCIS has completely abolished this idea altogether.
Main action agenda: Legislation to get back unused numbers. I dont want IV to waste energy or resources anything beyond this and we shouldnt keep on discussions of new proposals. Our only point of discussion should be How to get legislative fix done.
Come to think of it, this idea has potential to fly. We can ask CIS to make the date of I-140 filing as the PD for substituted labor case. This will ensure that PD will move forward smoothly till July 07 at least. That will cover most of the long standing ( and long suffering) GC applicants and bring them relief. This will not have any other impact on the number of outstanding apps or available visa numbers etc. I guess this change in PD assignment logic can be done by CIS without the need of any new legislation.
The idea inherently appeals to those who believe in fair play. How do we take this forward.
