BTW, our dear macacay.
I am surprised to see that you don't know what ROW is.....
P.S.
I apologize for this utterly useless posting, but I really wanted to use the word 'macacay', the sub-continentalized version of 'macaca'
Is there a USCIS URL/publication that explains the following? Thanks.
These should be USCIS rules like IRS rules. Everyone should be entitled to see them like IRS rules.

I totally agree with you my friend.
I came across this website last year in November. I got active in December, and contributed, and tried to get active in my state chapter.
When I come across posts that want to remove country caps, or some other measure that is going to be harmful to me, I have to stop and ask myself if I am shooting myself in the foot by supporting IV.
Its not about whats fair. Nor about what common sense is. Its about self-interest.
If we are increasing the size of the pie, then it benefits me (ROW) to be here. If we are to fight each other over crumbs, then it doesn't.
Yes...The orgnization is about increasing the total pie and the overflow to India/china happens only after the ROW needs are complete...So your interests are taken care of...

realizeit,
Good proposal and initiative....but few points you should note that others might also have brought out.
1.) Pre-adjudication (process I-485, send RFE etc. just short of visa number allocation)
is already prevalent in USCIS and has been since several years now.
Just google for "pre-adjudication USCIS" ...but this might just suffice:
judiciary.house.gov/hearings/pdf/USCIS080430.pdf (judiciary.house.gov/hearings/pdf/USCIS080430.pdf)
page 2
How else do you think thousands of visa numbers were assigned and GC's
issued in June 2007?
2.) Lawmakers will be throughly opposed to the idea of a pseudo GC as given in your
proposal, that would be tantamount to diminishing the value of adjusting the status
and visa allocation as it stands in the INA now.
3.) That said...I completely agree that as a baby step USCIS should make the pre-adjudication
transparent to the applicants in the "case status online" to relieve the applicants of
mental agony.

I am a bit surprised that you had to do a crazy search for a third person. I did send you guys my story. I am non-IT EB1 and I did get an initial phone call from Sunil but then did not hear back.... Any way good to hear that you did find the necessary people.
Guys,
We were approached by a award-winning reporter to provide her two members of IV that fit two criteria
1) Should be non-IT
2) EB1 or EB2
Given the 20 stories we had only 2 such folks that fit the criteria and they who were gracious and spoke to the reporter. The reporter then wanted to speak to one more person and we did not have any readily available person. So we had to do a crazy search for a person that fits this criteria. We were able to find someone at the last moment and we did not squander our chance. But chances are pretty high that such a thing can happen in future!

Following up on my previous post. Here is the format for the ad and the affidavit. We went to the DC embassy to get the name changed and they have next day (business days only) passport-by-mail service. I don't think they have same day service.
Actual correct name: <corr_first_name> <corr_last_name>
Current Name on passport: <first_name_pp>
Name in US docs (Visa, SSN, Drivers Lic.):
<first_name_us> FNU _OR_ <first_name_us> <first_name_us>
Format of the ad we placed in Indian newspaper (TOI) and local US newspaper:
I, <first_name_pp> AKA <first_name_us> FNU AKA <first_name_us> <first_name_us> d/o <dads_name> R/o <indian_address/us_address> have changed my name to <corr_first_name> <corr_last_name>.
Format of Affidavit from India (on Rs. 10 Non Judicial Stamp Paper):
AFFIDAVIT
I, <first_name_pp>, D/o <dads_name>, R/o <indian_address>, do hereby take oath and solemnly declare as under:-
1. That I have declared my name as <first_name_us> <first_name_us> earlier.
2. That I have declared my name as <first_name_us> FNU earlier.
3. That now I want to change my name from <first_name_pp> to <corr_first_name> <corr_last_name>.
4. That in future I may be called as <corr_first_name> <corr_last_name> for all purposes
DEPONENT
VERIFICATION:
Verified at <city_name> on this <date> that the contents of the above affidavit are true and correct to the best of my knowledge and belief.
DEPONENT
The deponent above is the person whose name is being changed. Since my wife was here and the affidavit was to be made in India, my mother-in-law signed on my wifes behalf ...you know what I am saying... (ah! the things you can get done in India)
We found out at the embassy that we could have used our India issued marriage certificate (which had my wifes correct name) and avoid doing all this. Placing the ad, getting the affidavit and posting it to US all took a total of 1 week. We went to the DC embassy early on a Friday and we got the passport with the name changed via mail by Monday.
Another friend of mine got the same thing done via the mail-in service. It took him 2 weeks to get the passport back.
Hope this helps.
thanks a lot buddy................ really appreciate your help..............

We have known Rosa Park personally and she was a speaker at one of our meetings and let me tell you none of you are close to what she was.
It looks like you are planning to go to DC. There is big difference between planning and execution. You folks are theoritical and not practical. This time the bus will be empty. You just don't have it in you. Take it from me.
BTW it's Parks not Park. Of course she was a great lady. If any one of us are close to her, no one really knows. Not ever you. Maybe we will get a "Rosa Parks" in this rally. If that happens you will write:
"We have known "Rosa Parks" and she was a speaker at one of our meetings and let me tell you ........"

Dream on about porting from Eb3 to EB2. On an average it is taking more 9 months to get labor clearence that too if it is eb3. if you are trying eb2 that is almost a definite audit. We have a case in our company which was stuck in audit (eb2) for more than an year now. our company and attorney are no longer filing eb2 (offcourse it is a different matter than they are no longer filing any green card application because of layoffs). So unless you are working for a desi "con"sultant company not many american companies (almosy none) are filing eb3 green card perm applications leave alone eb3 to eb2 conversions. Even desi companies are scared shit because USCIS is knocking the living daylights out of them. Even desi companies are scared of filing eb3 green card perm applications leave alone eb2. So good luck with your eb3 to eb2 dream.
If dates are not favorable, i am considering moving to EB2.
I am afraid , folks like me when rush to EB2 ( which has been going on ) the VB for EB2 will show back ward dates again after 6months from now.
Mine is EB3 , Oct 03, India.

Sherman,
Think twice before you call anyone "poor immigrants" here without really knowing it. If I am not wrong, I have enough money back home to buy your entire family 10 times over and still have enough left over to pay for your sex change operation.
i have always wanted to say this!
